What to do if You Believe You Have Experienced Discrimination

If you think you have been subjected to discrimination under the WIOA Title I-financially assisted program or activity, you may file a complaint within 180 days from the date of the alleged violation with either: the recipien's Equal Opportunity Officer (or the person whom the recipient has designated for this purpose); Or

If you file your complaint with the recipient, you must wait either until the recipient issues a written Notice of Final Action, or until 90 days have passed (whichever is sooner), before filing with the Civil Rights Center (see address above). If the recipient does not give you a written Notice of Final Action within 90 days of the day on which you filed your complaint, you may file a complaint with CRC before receiving that Notice. However, you must file your CRC complaint within 30 days of the 90-day deadline (in other words, within 120 days after the day on which you filed your complaint with the recipient). If the recipient does give you a written Notice of Final Action on your complaint, but you are dissatisfied with the decision or resolution, you may file a complaint with CRC. You must file your CRC complaint within 30 days of the date on which you received the Notice of Final Action.

Delaware Refund Policy

ONLC's refund policy is in agreement with the guidelines of 14 Del.C. CH 85. If the student cancels this enrollment agreement within 72 hours (until midnight of the 3rd day excluding Saturdays, Sundays and legal holidays) after the prospective student signs the enrollment agreement, a full refund of all moneys paid will be given.

After expiration of the 72-hour cancellation privilege, if the student fails to enter the course, or withdraws or is discontinued at any time prior to completion, refunds will be based on the period of enrollment computed on the basis of course time expressed in clock hours.

The effective date of the termination for refund purposes will be the earliest of the following:

  1. The last date of attendance, if the student was terminated by the school;
  2. The date of receipt of written notice from the student;
  3. Ten school days following the last date of attendance.

Refund Schedule

If tuition is collected in advance of entrance, and if, after expiration of the 72-hour cancellation privilege, the student does not enter, ONLC shall retain a $100 cancellation fee. The refund of the remaining tuition will be:

  1. After .01 percent enrollment time of the course, 80 percent of the remaining tuition;
  2. After 5 percent enrollment time of the course, 70 percent of the remaining tuition;
  3. After 10 percent to 14.9 percent enrollment time of the course, 60 percent of the remaining tuition;
  4. After 15 percent to 24.9 percent enrollment time of the course, 55 percent of the remaining tuition;
  5. After 25 percent to 49.9 percent enrollment time of the course, 30 percent of the remaining tuition;
  6. After 50 percent or more enrollment time of the course, the student may be considered obligated for the full tuition.

Refunds of extra expenses to the student, such as books and exam fees, will be made in a reasonable manner.
